Iceland casino sites vs the Icelandic licensees

Is there an Iceland casino licence? The legal status in plain English
Iceland runs what its Justice Minister called a closed market. Under the Lotteries Act, lög um happdrætti nr. 38/2005, article 2(2), a lottery played for money may only be operated with a specific statutory authorisation. The act defines “lottery” broadly enough to cover casino games and sports betting. Only six operators hold such an authorisation, each under its own act:
- Íslensk getspá: Lottó, Jóker, Vikinglotto and EuroJackpot, online at lotto.is.
- Íslenskar getraunir: sports pools and Lengjan, now served from the same platform as Lottó.
- Happdrætti Háskóla Íslands (HHÍ): the university class lottery, scratchcards and the Gullnáman gaming machines.
- Happdrætti DAS and Happdrætti SÍBS: monthly prize lotteries.
- Íslandsspil: cash-prize gaming machines, owned by the Red Cross and Slysavarnafélagið Landsbjörg.
None of these runs an online casino. That is why every site in our list, and every other online casino an Icelander can open, is licensed somewhere else. In Alþingi on 25 September 2025 the Justice Minister said foreign betting aimed at Icelanders breaches the law and that Iceland has no specialised supervision of it. No bill to license, block or tax foreign sites has followed: the government’s legislative agenda for the 158th session, published this autumn, has no gambling item, and the last payment-blocking bill died in 2013.
What does that mean for a player? No provision makes it a crime to play. Article 11 of the Lotteries Act targets those who run unlicensed gambling in Iceland and those who advertise or promote it, and the Penal Code (article 183) targets people who make gambling, or recruiting others to it, their business. Enforcement against players has been nil: according to the National Police Commissioner, as reported by RÚV on 21 October 2025, 14 gambling and betting matters reached the police in five years and none led to an investigation. The only sanctions so far have been ISK 1 million media-law fines against Sýn (2022, Coolbet ads) and Síminn (2025, Rizk ads).
So the accurate summary is this: the casinos below are not licensed in Iceland, Icelanders who use them are not prosecuted in practice, and the law restricts how unlicensed gambling may be promoted. The Iceland casino sites we list, one by one
Eight brands made the list. Four belong to Exceptiosoft LTD, a Cypriot company (registration HE 487571), and four to Softon Ltd, also registered in Cyprus. Iceland is not on either group’s restricted-country list (section 3.1.2 of the shared terms, last updated 2 July 2026), and the operators’ own country settings show Iceland as active, with no ISK and no Icelandic language. 1. Trixino
Trixino has the lightest wagering we found anywhere: each of its six slots-package deposits carries a 7x label. The package runs 200% up to €500, 100% up to €2,000, 177% up to €1,777, 50% up to €1,500, 150% up to €1,000 and 100% up to €1,000, which adds up to €7,777 (about 1.07m kr.). There are separate welcome packages for live casino (300% up to €1,750) and for sports (325% up to €1,500). Deposits go through Visa, Mastercard, Google Pay or Revolut.
2. Wildzy
Wildzy is the brand whose offer we saw from Iceland’s own zone on the operator platform, so its numbers are the best verified for this country. The first deposit is matched 200% up to €1,000 (137,000 kr.), double the first-stage cap at the sister sites. Four deposits add up to €10,000, all at 10x, and reloads run on Mondays, Wednesdays and Fridays at up to €1,000 each. It also takes crypto and Amex.
3. Lucki Casino
Lucki spreads 450% up to €5,000 (about 685,000 kr.) over three deposits with 25x wagering. Its strongest point is the ongoing offer: slot reloads on Monday, Wednesday and Friday of up to €2,500 each. The lobby lists 53 slot studios and 12 live-casino providers.
4. Slottio
Slottio is the smallest package in the list, 450% up to €3,500 (about 480,000 kr.) over three deposits at 25x. It earns its place with weekly live-casino reloads: 100% up to €750 on Wednesdays and 100% up to €1,000 on Saturdays, useful if you mostly play live blackjack or roulette.
5. Smash Casino
Smash is the second brand whose bonus page we saw as a visitor from Iceland’s zone. Its slots package pays 600% up to €10,000 (about 1.37m kr.) over five deposits, every stage at 10x. You also get a live package (300% up to €2,250) and a sports package (250% up to €5,000 at 5x).
6. Kingdom Casino
Kingdom offers 600% up to €9,500 over four deposits, all at 10x, plus Monday, Wednesday and Friday reloads of up to €1,000 each. Its site advertises 24/7 live chat; the other seven offer live chat without publishing support hours.
7. Aphrodite Casino
At 700% up to €7,000 over five deposits, Aphrodite has the highest combined percentage on paper, but the wagering is 25x. Its live-casino welcome package (300% up to €2,250) is the main reason to pick it.
8. Wino Casino
Wino matches 600% up to €10,000 across five deposits at 25x. For sports fans, the separate sports package of 300% up to €3,000 at 5x is one of the better ones in the list, and slot reloads of up to €1,500 run three times a week.

Euro accounts: what playing in EUR costs an Icelander
Not one of the eight casinos offers krónur. Your balance, bonus, wagering and withdrawals are all in euros, and your bank converts the money twice: once when you deposit and again when a withdrawal lands in an ISK account. Landsbankinn’s price list of 23 April 2026 charges a 2.30% premium on the Visa wholesale rate for all foreign-currency card transactions. We have not verified the premiums at Arion banki or Íslandsbanki, so check your own bank’s price list (verðskrá).

Those fees add up over a year of regular deposits. A Revolut account holding euros avoids the bank premium on the deposit side, because you top up in euros once and pay the casino in euros. Paying with Icelandic cards, Revolut and other methods
Cards dominate payments in Iceland. In April 2026, Icelandic cards turned over ISK 125.4bn at home, 57% of it on credit cards, and ISK 30.6bn abroad, which includes online purchases from foreign merchants (Central Bank figures). Here is how the usual Icelandic options fare at offshore casinos:
- Visa and Mastercard (debit or credit): accepted by all eight casinos. Some Icelandic issuers block gambling transactions on certain cards. Landsbankinn’s Vasapeningar card for children blocks casino merchant codes, and Íslandsbanki has reportedly closed betting-site payments on under-18s’ cards. Adult cards are not blocked by law.
- Revolut: accepted by all eight, and popular in Iceland. Holding euros in Revolut keeps the conversion in your hands.
- Google Pay: listed by all eight. Apple Pay does not appear on any of their cashier lists we checked.
- Crypto: available at Wildzy, Smash, Kingdom, Aphrodite and Wino. Crypto adds price risk on top of the casino risk, and gains on coins can be taxable in their own right.
- Aur, Netgíró, Pei and Kass: none of these Icelandic apps works at any of the casinos we list.
Withdrawals, limits and ID checks
All eight casinos share one set of general terms (last updated 2 July 2026), so the cash-out rules are identical. A withdrawal must be at least €100 (13,700 kr.). You can take out at most €1,000 (137,000 kr.) a day and €10,000 (1.37m kr.) a month. If a large win exceeds those caps, it is paid in instalments. Identity checks (KYC) happen at your first withdrawal: expect to upload a photo ID and proof of address, and possibly proof that the card is yours. The terms also allow the casino to refuse a withdrawal if your deposit has not been wagered at least once, so don’t deposit and withdraw straight away.
Bonus winnings have their own cap: a deposit bonus can turn into at most 25 times the bonus amount in cash, unless the offer states otherwise. Payout times are not published by the operators, and we will only quote them once we have measured them ourselves.
Tax on casino winnings in Iceland
This is where most Icelandic casino sites go wrong. Article 7, A-4 of the Income Tax Act (lög um tekjuskatt nr. 90/2003) lists lottery, betting and competition winnings as taxable income. The exemption in article 30 applies only to lotteries licensed in Iceland, or elsewhere in the EEA, EFTA or the Faroe Islands, whose entire profit goes to cultural, humanitarian or church causes. Prizes from Lottó, HHÍ or Íslandsspil meet that test; winnings from a commercial casino licensed in Anjouan do not. Skatturinn told RÚV in October 2025 that income is taxable whatever it is called, betting income included. Whether losses can be set off against winnings is not settled in the act, so keep a record of every deposit and withdrawal and ask Skatturinn about your own case.
How we rate casinos for players in Iceland
We do not take a casino’s word for anything. Every brand in our list went through the same checks, and the order reflects them:
- Does it accept Iceland? We read the restricted-country list in each casino’s terms and the country settings on its own site. Iceland had to be absent from the first and active in the second.
- Licence. We looked up each licence number in the Anjouan register and checked whether any regulator has acted against the operator elsewhere.
- Wagering first, headline second. A 7x or 10x label beats a bigger package at 25x. We rank on how much of a normal deposit you can realistically clear.
- Payments that work from Iceland. Visa, Mastercard, Revolut and Google Pay at a minimum, in euros.
- Withdrawal terms. Minimums, daily and monthly caps, KYC rules and the max-cashout clause.
- Ongoing value. Reloads, live and sports packages after the welcome stage.

Is there a land-based casino in Reykjavík?
No. Iceland has never licensed a casino, and none operates in Reykjavík or anywhere else. What visitors find instead are gaming-machine halls: HHÍ’s Gullnáman machines, linked to a jackpot (Gullpottur) of ISK 1m to 17m with a stated return of about 90%, and Íslandsspil’s machines in bars and venues. Online casino in Iceland: the numbers
Icelanders gamble abroad on a large scale. Icelandic payment cards spent about ISK 18bn at foreign betting sites in 2024, according to Statistics Iceland figures reported by RÚV, and a 2025 Yield Sec estimate commissioned by HHÍ put total offshore spending that year at about ISK 36bn, roughly 80% of all money Icelanders bet. The same study counted 561 foreign gambling sites used by Icelanders in the first quarter of 2025. Surveys cited by the Justice Minister show the share of Icelanders playing on foreign websites rose from about 0.5% in 2007 to about 7% in 2023. Behind those numbers is real harm: an MP told Alþingi that 86% of people seeking SÁÁ’s gambling treatment play online.

Are online casino winnings taxed in Iceland?
Winnings from offshore commercial casinos count as taxable income under the Income Tax Act no. 90/2003, article 7, A-4. The exemption in article 30 covers lotteries whose profits go to cultural, humanitarian or church causes, which is why prizes from the Icelandic licensees are exempt. Keep your own records of deposits and withdrawals and ask Skatturinn if you are unsure.
How old do you have to be to gamble online in Iceland?
18. The Lotteries Act sets 18 as the floor for lotteries licensed by the district commissioner, the Icelandic licensees apply 18 to their games, and the offshore casinos we list only accept adults. Many gaming-machine venues in Iceland apply 20.
